The character system consists of four traits: Traits, HP (Health Points), Loyalty, and Satiety. Each character possesses five Traits that determine their attributes and future uses. Players can use items to alter a character's trait; combining old and new Traits may generate new ones. Loyalty and HP are crucial for character retention – if either drops to 0, the player permanently loses that character. Higher Satiety helps stabilize both Loyalty and HP.

Each vacant official position has specific requirements. Players must gradually gain control over positions within the ministry through methods like bribery, assassination, impeachment, or appointment. When a vacancy arises, players can assign a loyal subordinate who meets the position's criteria. The primary objective is to gain complete control of the Ministry of Revenue.

In combat, players can bring up to three warrior attendants into turn-based battles to overcome challenges. Simultaneously, players can bring up to nine scholar attendants (文客) for turn-based debate modes, engaging in verbal battles against groups of scholars.

The game world is vibrant, with every character having their own troubles. Players must discern which tasks are worth undertaking and which can be ignored. Against a backdrop of societal upheaval and natural/man-made disasters, even high-ranking officials find it hard to turn the tide. The collapse of the state is inevitable. What kind of legacy the unwilling player chooses to leave in this history depends entirely on their choices.
